【番外編】永住許可要件の厳格化 ： 報道された改定案と今後の注意点 😳

☆ 2026年7月25日、政府が外国人の永住許可に関する審査基準を厳格化する方針を固めたと報じられました。 ただし、本記事執筆時点では正式なガイドライン等は公表されておらず、以下は報道ベースの改定案です。
◾️報道による主な改定案
・年収要件の見直し
日本人世帯の平均を上回る年収を新たな目安とする案
・年金受給見込額の確認
厚生年金に30年間加入した場合に受給できる水準の年金額を基準とする案
※ 年収や年金受給見込額が基準に満たない場合でも、不足分を補える預貯金などがあれば、「独立の生計要件」を満たすものとして評価される方向で検討されていると報じられています。
・国益要件に関する評価基準の明確化
「自立した言語使用者」とされる日本語能力や日本の制度・ルールについての理解度などを考慮する新たな基準を設ける方向で検討されていると報じられています。
・配偶者特例の厳格化
現在の「婚姻3年・在留1年」から「婚姻5年・在留3年」へ引き上げる案
・適用時期
原則として2027年4月以降の申請から新基準が適用される見込みです。 一方、年収要件については2026年4月以降の申請にも適用される可能性があると報じられており、申請時期によっては影響を受ける可能性があります。
ただし、具体的な年収額、審査方法、その他の詳細については正式発表前であり、今後変更される可能性があります。

【Special Edition】Japan Reportedly Plans to Tighten Permanent Residence Requirements 😳

☆ On July 25, 2026, it was reported that the Japanese government is planning to strengthen the screening criteria for Permanent Residence (PR) applications.
However, as of the date of this article, the official guidelines have not yet been published. The following information is based on reported proposals.
◾️Reported proposed changes
・Annual income requirements A possible requirement for annual income above the average Japanese household income
・Assessment of pension benefits Consideration of pension benefits at a level equivalent to approximately 30 years of Employees’ Pension Insurance (Kosei Nenkin) enrollment
※ It has also been reported that applicants who do not meet these proposed standards may still satisfy the financial independence requirement if they have sufficient savings or other financial assets.
・Clarification of evaluation standards under the national interest requirement It has been reported that new criteria may be introduced to consider Japanese language ability described in the report as being at the “independent user” level, as well as understanding of Japanese systems and rules.
・Stricter spouse provisions
Changing from “3 years of marriage and 1 year of residence” to “5 years of marriage and 3 years of residence”
・Effective date
The revised standards are reportedly expected to apply mainly to applications submitted from April 2027. The revised annual income requirement may also apply to applications submitted from April 2026.
The exact income threshold, screening methods, and other details remain unknown until the official guidelines are released.
